DSB2Go

Detect Safe Browsing to Go, known by the less wordy "DSB2Go," is a nifty USB device that offers users a locked-down personal Web browser to protect users' Web activity and accounts from malware designed to intercept login credentials and steal information. With DSB2Go, it doesn't matter if the computer has keyloggers or other types of malware installed, because all user activity and data are encrypted within the device's hardened browser. It is extremely easy to use, as the user just has to plug it in to the computer before logging into the site.

DSB2Go protects users from malware infections, phishing attempts, and pharming attacks. The device also foils man-in-the-middle and man-in-the-browser attacks. There is usually a trade off between security and convenience as the user gives up ease-of use to be secure, or being less secure in order to make it easy to use. DSB2Go balances the two successfully, as the only inconvenience is remembering to carry the USB device.

Many kinds of modern malware burrow deep into the user system in order to avoid being detected by antivirus and other security products. This means users may not even be aware their computers are infected with a banking Trojan or other data-stealing malware. When users access sensitive sites, such as online banking or business applications, from an infected computer, the malware intercepts login credentials and can take over the account. DSB2Go removes the uncertainty, since as long as the users are using the virtualized Web browser, all Web activity and data is encrypted and hidden from the malware. Even if the user is on a Zeus-infected computer, the malware can't penetrate the DSB2Go environment to access the data.

The device doesn't try to protect all Web activity but just those sites administrators identified beforehand in a whitelist on the management portal. Businesses can use DSB2Go as an extra layer of security to protect employees accessing certain business-critical applications, or roll out the service to customers accessing a specific online service. At $37.89 per device for an annual subscription, this can become a fairly expensive solution for large deployments, but Easy Solutions offers volume pricing and discounts.

Before making the plunge, businesses can also sign up for a 15-day free trial, during which they get three DSB2Go USB devices and the ability to whitelist up to three sites on the management portal.

Getting Started
Easy Solutions sent a USB device and created an account on the company's Detect Monitoring Service portal for this review. The company's IT administrator logs into the portal and navigates to the "DSB2Go" tab to activate devices, create groups, define "protected applications," and view usage activity. When I logged in, I saw the USB drive I had was already activated.

If I had additional devices, I could activate it using the serial numbers. I could? set a password for each device and assign a "group." Groups allow administrators to assign basic policies to the device, such as the types of applications the user could access and authentication requirements.

Groups, Devices, Sites
After creating a group, I can set the device's security level?entering the device password or a unique username/password combination before the hardened Web browser launches?or turn it off to use the device without any restrictions. Each device is then assigned to a group.

This way, I could ensure all the devices within a department had the same security level.

The interface was pretty sluggish, which may have been the fault of the test environment I was using. The pages took a while to load when switching tabs, and some windows didn't close right away.

The whitelist lives in the portal's "protected sites" section. I listed all the URLs to sites users are allowed to access using DSB2Go. This part can get tedious quickly for applications which redirects across several subdomains since administrators must specify each address separately. Gmail redirects users to accounts.google.com before displaying the inbox on mail.google.com, for example. For this review, I listed Gmail, Salesforce, TDBank, and Bank of America. I listed both onlinebanking.tdbank.com and www.tdbank.com?for TDBank. If the URL I am adding has SSL (uses HTTPS), then I have to upload the site's certificate.

I can do this manually (downloading the site certificate through the regular browser, or if it is an internal application, using the SSL certificate I have) or use the "scan for certificate" feature. This nifty trick checks the URL and grabs the valid SHA1 fingerprint. Saving the SSL certificate protects users from domain hijacking and other spoofing attacks where users are maliciously redirected to other sites.

I assigned at least one group to each URL. This way, I maintained a single whitelist for the entire organization but could specify a subset for each group. If the site's group didn't match the device's group, the user would not be able to go to that site.

While the list is easy to create, it can get long pretty quickly because of the individual sub-domains that need to be rested. There is no quick way to search or sort the URLs. I was able to filter the view to display URLs assigned to specific groups, but overall, the list is unweildy to work with after a certain length.

The end-user doesn't have any control over what sites the device allows. The entire user experience is managed by the administrator via the portal. This is a great way for adding basic access policies to certain business applications.

Simple for Users
From the user perspective, it's dead simple: plug in the drive into the USB port and open up the special Web browser. The Web browser displays icons for each site the device is authorized to use. After about four or five sites, this screen appears really cluttered and there doesn't seem to be a way to sort the order the icons appear in.

Users click on the icon to go to the permitted site. If there is a problem with the SSL certificate, the user will be blocked.

Other than the fact that the user cannot type in a URL at all in the address bar, this special browser acts just like any other browser. Users can hit the back button to go back in the browsing session and open multiple tabs.

If while browsing through the approved application, an internal link goes to a different subdomain that wasn't already approved (such as customerservice.tdbank.com in the above banking example), the user is? automatically blocked. It would have been nice if the configuration service supported wildcards, so I could just say accept all *.tdbank.com sites without having to list each one individually. On the other hand, this means administrators have granular control, being able to specify which services are allowed: users are allowed to use Gmail and Calendar, but not Groups and Drive, for example.

The fact that the end-user doesn't have to download or install software was a big plus, although I wondered how many people would lose the USB drive or forget to keep it within reach.

I was disappointed the service is currently limited to only Windows users. Mac OS X and Linux users are currently not protected. When I plugged the device in to a Linux laptop, it didn't even detect anything in the USB port.

Secure Browsing?Up To A Point
There are other virtual browser options for businesses, but many of them are out of the SMB's reach. DSB2Go addresses the fact that SMBs need this kind of browser technology, too.

Since all the settings are handled by the cloud service, DSB2Go is perfect for active business travelers who use different devices or access the Internet using open networks, or for customers who need to access a specific service or application. I am concerned about the fact that there is no way for administrator to verify that users are actually using DSB2Go. The user can easily skip the drive altogether and just use the regular Web browser.

Taking advantage of security provided by DSB2Go requires a significant behavior change, as the administrator has to convince the end-user that using this device is worth the extra effort. Other than that, though, DSB2Go is a nifty device that can really help businesses keep their customers and employees while accessing sensitive Web sites.

U.S. Navy SEAL dies in parachute training accident

PHOENIX (Reuters) - A member of the elite U.S. Navy SEALs died and another was injured in a parachute training accident in Arizona, military officials said on Friday.

The man died after being taken to a hospital for injuries sustained in a "free-fall training" accident on Thursday at the U.S. Special Operations Command's Parachute Testing and Training Facility, northeast of Tucson, said Navy spokesman Lieutenant Commander David McKinney.

The injured man remains hospitalized in stable condition, he said.

"I can confirm that a SEAL died yesterday as a result of the accident," McKinney said. "I don't know what happened or what caused the accident."

No other details were available, and the names of the two men were not released. The accident is being investigated.

SEAL is an acronym for sea, air, land.

Austrian police chase herd of cattle through town

VIENNA (AP) ? Austrian police and firefighters have taken on the role of urban cowboys in a two-day round-up of a herd of cattle that broke out of a fenced-off pasture and decided to go into town.

A police statement says the 43 steers defied attempts by police and volunteer firefighters to recapture them after wandering off Thursday and heading toward the Upper Austrian town of Freistadt. After being chased away from the railway station, they endangered motorists by stampeding onto a two-lane highway before running into a town suburb.

Two firefighters who tried to stop them were injured and needed hospital treatment.

The statement says 18 of the animals remain on the loose Friday. The rest have been corralled or tranquilized.

Boston Mayor Menino will not seek sixth term: Boston Globe

BOSTON (Reuters) - Boston Mayor Tom Menino, a Democrat who has run the city for almost two decades, will not seek a sixth term, the Boston Globe reported on its website Wednesday night.

Menino will announce his decision at a Thursday afternoon news conference, the newspaper said. Staff at the mayor's office could not be reached for immediate comment.

The 70-year-old mayor was hospitalized for a month last year for a virus and back pain that cut short an Italian vacation.

A decision not to seek re-election would set the stage for Boston's most competitive mayoral race since 1993, when Menino first won the office.

So far, only one candidate, city councilor John Connolly, has declared an intention to run, though observers said aspirants may have held off jumping into the race, waiting to see if Menino would seek re-election.

Worker denies drinking thousands of dollars of old whiskey in mansion

SCOTTDALE, Pa. (AP) ? A former mansion caretaker denied that he drank four dozen bottles of well-aged whiskey worth $100,000, claiming it would have been unsafe to drink and saying the booze had "evaporated" instead.

"Yuck! That stuff had floaters in it and all kind of stuff inside the bottles," John Saunders, 63, of Irwin, told the Pittsburgh Tribune-Review (http://bit.ly/16jQrhx) outside a district judge's courtroom on Wednesday. "I don't think it would even be safe to drink."

Saunders' comments came after his preliminary hearing on theft and receiving stolen property charges was postponed until May 15 so he could apply for a public defender.

Patricia Hill found the Old Farm Pure Rye Whiskey hidden in the walls and stairwells of her century-old Georgian mansion, which was built by coal and coke industrialist J.P. Brennan. She converted the mansion into a bed and breakfast and hired Saunders as a live-in caretaker, only to discover the bottles had been emptied and replaced back into slots in their original wooden cases.

Scottdale police charged Saunders with stealing the whiskey ? by drinking it ? after his DNA was found on the lips of some empty bottles, Chief Barry Pritts said.

Saunders downplayed that evidence and denied drinking the booze which, police said, Saunders claimed must have "evaporated" over time.

"I moved those cases three times for Hill. ... I can't believe she would accuse me of doing that. I have nothing to hide," Saunders said, noting he's been friends with Hill and her family for 40 years.

Hill told police she stored the 52 bottles of whiskey in the original cases, which contained 12 bottles each. After Saunders moved out, Hill said she discovered last March that the bottles in four cases were empty.

Police had Bonhams, a New York City auction house, appraise four remaining bottles and concluded the value of all 52 bottles ? had 48 of them not been emptied ? would have been $102,400. Bonhams' whiskey specialist said the liquor would have remained valuable as long as the corks remained sealed and the whiskey untouched.

Saunders disputed that appraisal saying he believed Hill was "looking for money. I'd say that whiskey's real value is about $10 a bottle and she hired someone to inflate the price."

Justices could strike down DOMA

A majority of Supreme Court justices expressed concern Wednesday about a federal law that excludes same-sex couples from marriage.

On the second day of arguments over the legality of gay marriage, the probing questions from both wings of the court suggest the so-called Defense of Marriage Act could be struck down. Such a decision would be a major victory for the gay rights movement, just a day after it appeared unlikely the court would decide the Proposition 8 California case in a way that settles the question of whether same-sex couples can wed.

In Wednesday's arguments, the court's conservative leaning justices asked pointed questions about whether DOMA, which was passed by Congress and signed into law by President Bill Clinton in 1996, intrudes into states' traditional right to regulate marriage. The more liberal justices seemed amenable to the argument that DOMA discriminates against gay people and was passed with the clear intention of excluding an unpopular group.

DOMA prohibits the federal government from recognizing same-sex marriages even in the nine states (and the District of Columbia) that allow them. Justices could strike down the law in a narrow way that would force the federal government to recognize same-sex marriages only in states where it's already allowed, or in a broader way that would make dozens of state gay marriage bans legally vulnerable. Such a broad ruling from the court is considered much less likely.

The Justice Department would typically defend a federal law being challenged in the Supreme Court, but the Obama administration has declined to defend DOMA in court because it believes it is unconstitutional. Paul Clement, an attorney chosen by members of the House of Representatives who support DOMA, defended it instead.

Justice Anthony Kennedy, a conservative-leaning swing vote who has written two landmark opinions affirming gay rights, seemed unconvinced by the argument advanced by Clement that DOMA defines marriage as only between opposite-sex individuals to avoid confusion. Clement said that the federal government has an interest in "uniformity," and had passed the law to avoid having to treat same-sex couples differently based on whether they live in states that allow gay marriage or not.

Kennedy pointed out that DOMA excludes married same-sex couples in more than 1,100 federal statutes and laws, which has a substantial impact on the "day to day life" of those couples and their children. He said the law does not provide uniformity because it affects "only one aspect of marriage."

Justice Ruth Bader Ginsburg said excluding married gay couples from sick leave, tax benefits, Social Security survivor benefits, and hundreds of other federal benefits and obligations relegates same-sex couples to a "skim milk marriage" that is substantially worse than what heterosexual couples are allowed.

Justice Elena Kagan suggested that the law was not passed for uniformity's sake, but to discriminate. She read aloud from the House report on the law when it passed 17 years ago saying it expressed "moral disapproval of homosexuality."

Chief Justice John Roberts objected to the argument that Congress passed DOMA based on a dislike or hatred for gays and lesbians. He asked Solicitor General Donald Verrilli, representing the Obama administration, whether he believed the 84 senators who voted for it at the time were all motivated by animus. Verrilli said the lawmakers could have voted for DOMA due to a "lack of careful reflection," but that the law discriminates no matter why it was passed.

Roberts also objected to Attorney Roberta Kaplan's characterization of gay people as a disadvantaged minority group lacking political power.

"As far as I can tell, political figures are falling over themselves to endorse your case," Roberts said.

But Roberts did seem concerned by the federalist argument. He, Kennedy and Justice Samuel Alito posed tough questions about whether the federal government was overreaching with the statute. Kennedy said DOMA did not seem to recognize states's "historical" responsibility for marriage and suggested that the central question of the case is whether the federal government has the authority to regulate marriage.

Both attorneys arguing to strike down DOMA refused to make a federalist argument against the law, however?instead insisting it was a discrimination case.

Before even getting to the merits of the case, the justices spent nearly an hour grappling with whether they should decide it at all because of procedural issues.They appointed Harvard professor Vicki Jackson to make the case that House Republicans do not have the legal right, or standing, to appeal the lower court's decision.

Several justices were also critical of the Obama administration's decision to stop defending the law in court while still enforcing it. Roberts appeared to have serious doubts about the case's procedural issues, repeatedly saying that it is "unprecedented" for the U.S. government to appeal a case while disagreeing with a lower court's ruling.

The two gay marriage cases before the court this term have been dogged by procedural concerns, as both were left orphaned by public officials who no longer wanted to defend them.

On Tuesday, Kennedy wondered whether the court should have agreed to hear the Proposition 8 case at all. Other justices suggested they were skeptical that supporters of Proposition 8 had standing to appeal the case once California officials decided to drop it.

It's possible that neither case could end with a decision. In DOMA, that means the lower court's decision would stand and DOMA would be illegal in the Third Circuit. The plaintiff, Edith Windsor, would be repaid the $360,000 she had to pay in estate taxes when her wife died because the government didn't recognize her marriage in New York, where gay marriage is legal. In the Proposition 8 case, gay marriage would most likely become legal in California if the justices throw it out on standing or do not reach a majority.

GM in next phase of hoped for Buick revival

NEW YORK (AP) -- Stop me if you've heard this one before: There's this famous car brand whose average driver is more familiar with Social Security than social media.

General Motors Co. will make another attempt to get Buick to appeal to younger buyers with freshened up versions of the Regal midsize sports sedan and the LaCrosse large luxury car. GM unveiled the pair Tuesday ahead of the New York auto show.

Youth has been the theme of several of Buick marketing campaigns during the last three decades, with famous pitchmen from Tiger Woods to Shaquille O'Neal. Sales have even risen recently after a dramatic and lengthy decline. But even with that recent success, odds are against GM making Buick a go-to option for large numbers of drivers below the age of 40.

Buick, once coveted for its understated elegance, used to be a dominant brand. In 1984, GM sold 942,000 Buicks in the U.S., according to Ward's AutoInfoBank. But many Buick buyers died, and younger people opted for SUVs and cooler European cars. Sales tumbled, bottoming out at just over 102,000 in 2009. GM only kept the brand alive because it became a huge seller in China.

The company doesn't expect Buick sales to approach 900,000 per year again. But executives say they can still make a lot of money selling the higher-priced luxury vehicles with lower sales numbers.

GM is giving the LaCrosse a more sculpted, modern look. It gets updated LED daytime running lamps and tail lights and a larger front grille. On the inside, it gets new, more supportive seats and a modernized center stack with fewer buttons than the current car. The interior will have more of a luxury feeling to differentiate it from the sportier Regal.

The Regal gets similar cosmetic changes on the outside. Inside, more supportive seats and a simpler dashboard and center console give it a sportier look. GM's 2.4-liter four-cylinder "e-Assist" engine, with a small electric motor that helps boost gas mileage, becomes standard. A new, more powerful version of GM's 2-Liter turbocharged engine, with 259 horsepower, is in the sportier models, the turbo and GS.

GM says the Regal will be more responsive, refined and efficient than the previous model.

The LaCrosse goes on sale late this summer and the Regal comes out in the fall. Prices and gas mileage weren't released, but GM hinted at efficiency and price increases. The current Regal starts at $29,015, while the LaCrosse starts at $31,660.

The LaCrosse, a new model in 2009, and the Regal, new in 2010, have helped Buick's sales rise during the past three years, and reached 180,000 in 2012. Other catalysts were the new Verano, a compact based on the Chevrolet Cruze, and the Enclave, a big crossover SUV, that got a facelift last year. Also, Buick's new Encore small SUV is just starting to hit showrooms.

The new products have helped to change Buick's demographics. In 2006, Buick buyers on average had celebrated 64 birthdays. Last year that fell to 57, according to the company. The average car buyer in the U.S. is 52, according to the TrueCar.com auto pricing site.

Tony DiSalle, vice president of Buick marketing in the U.S., said Buick was the only luxury brand to lower its average age in the past five years. The Verano has helped ? small cars tend to draw younger buyers. But Buick still wants to catch more people in their 40s. Regal buyers, on average, were 55 last year, according to the Polk research firm. The average age of a LaCrosse buyer was almost 63.

But the new cars haven't helped Buick sales keep up with the industry. Last year, Buick sales grew only 1.6 percent while total U.S. auto sales rose 13 percent. Spokesman Nick Richards blames the slow growth on a cut in low-profit sales to fleet buyers such as rental car companies as GM tries to boost the brand's resale values. He says retail sales to individual buyers rose about 6 percent.

So far this year, though, sales are up 22 percent, DiSalle said. The brand, he said, now has five models to sell, when last year at this time it had only three. "We certainly have the ability here to go to market with broader market coverage," he said.

Still, Buick's models combined were outsold last year by single models from other automakers. Ford, for instance, sold just over 241,000 Fusion midsize cars last year, beating Buick by itself. But Buick did outsell some competing luxury brands including Acura, Infiniti and Lincoln.

Four years ago, Buick's future was in doubt. Members of the Obama administration's autos task force thought about getting rid of Buick during GM's government-funded trip through bankruptcy court. But the brand survived because of a strong following in China. Chinese drivers bought more than 700,000 Buicks last year, up 8 percent from 2011.

In the U.S., Buick likely won't approach those numbers because the stodgy image clings to the brand.

"The vehicles themselves are very suited for young driving habits. Good fuel economy, performance, nice looking," said Rebecca Lindland, owner of Rebel Three Consulting of Greenwich, Conn.

"But it's still not cool to be in a bar and say you have a Buick."

Just ahead of T-Mobile's event in New York City, we've noticed that the carrier has already listed the BlackBerry Z10 on its website. It looks like the smartphone will be available for a $100 down payment with a $18 monthly installment for 24 months, though the UnCarrier also lists the BB Z10 for $532 up front. Notably, the handset's page says it supports 4G LTE -- and we imagine we'll hear a good deal more about T-Mobile's network plans when the event kicks off in just a bit.

ROME (AP) ? Italy's highest criminal court on Tuesday overturned Amanda Knox's acquittal in the slaying of her British roommate and ordered a new trial, prolonging a case that has become a cause celebre in the United States.

Knox called the decision "painful" but said she was confident that she would be exonerated.

Italian law cannot compel Knox to return for the new trial, and her lawyer said she had no plans to do so. The appellate court hearing the new case could declare her in contempt of court but that carries no additional penalties.

Italy's Court of Cassation ruled that an appeals court in Florence must re-hear the case against the American student and her former Italian boyfriend for the murder of 21-year-old Meredith Kercher. The exact issues that have to be reconsidered won't be known until the court releases its full ruling within 90 days.

Knox, now a student at the University of Washington, stayed up until 2 a.m. Seattle time to hear her fate and issued a statement through a family spokesman.

"It was painful to receive the news that the Italian Supreme Court decided to send my case back for revision when the prosecution's theory of my involvement in Meredith's murder has been repeatedly revealed to be completely unfounded and unfair," she said.

Knox said the matter must now be examined by "an objective investigation and a capable prosecution."

"No matter what happens, my family and I will face this continuing legal battle as we always have, confident in the truth and with our heads held high in the face of wrongful accusations and unreasonable adversity," Knox said.

Knox, now 25, and Raffaele Sollecito, who turned 29 on Tuesday, were arrested shortly after Kercher's body was found in a pool of blood in November 2007 in her bedroom. Kercher, whose throat had been slashed, had shared an apartment with Knox and others in Perugia, an Italian university town where the two women were exchange students.

Prosecutors alleged Kercher was the victim of a drug-fueled sex game gone awry. Knox and Sollecito denied wrongdoing and said they weren't even in the apartment that night, although they acknowledged they had smoked marijuana and their memories were clouded.

An Ivory Coast man, Rudy Guede, was convicted of the slaying in a separate proceeding and is serving a 16-year sentence. Knox and Sollecito were also initially convicted of the murder and given long prison sentences, but were then acquitted on appeal and released in 2011.

The high court's ruling Tuesday overturned the appeals court acquittals.

"She thought the nightmare was over," Knox attorney Carlo Dalla Vedova said after the decision was released.

The court on Tuesday also upheld a slander conviction against Knox. During a 14-hour police interrogation, Knox had accused a local Perugia pub owner of carrying out the killing. The man was held for two weeks based on her allegations, but was then released for lack of evidence.

Dalla Vedova said Knox wouldn't come to Italy "for the moment" but would follow the case from home. He said he didn't think the new appeals trial would begin before early 2014.

It is unclear what would happen if Knox was convicted in a new appeals trial.

"If the court orders another trial, if she is convicted at that trial and if the conviction is upheld by the highest court, then Italy could seek her extradition," Dalla Vedova said Monday.

It would then be up to the United States to decide if it honors the request. U.S. and Italian authorities could also come to a deal that would keep Knox in the United States.

The appeals court that acquitted Knox and Sollecito in 2011 criticized virtually the entire case mounted by prosecutors. The appellate court noted that the murder weapon was never found, said that DNA tests were faulty and that prosecutors provided no murder motive.

It's not clear what part of the appeals sentence was faulted by the high court in ordering a new trial.

Kercher's family attorney, Francesco Maresca, said after Tuesday's ruling: "Yes, this is what we wanted."

Sollecito's attorney, Giulia Bongiorno, noted that Tuesday's ruling was not a determination of guilt but merely a need for further study of the appeals court ruling.

"It's a decision that cancels a verdict and orders a retrial," she said. "I'm not concerned about a deeper reading of the documentation, because I know the documentation."

She acknowledged that perhaps the appeals court ruling had been "too generous" in ruling that the pair simply did not commit the crime, but was confident that Sollecito's innocence would be affirmed.

In her statement, Knox took the Perugia prosecutors to task, saying they "must be made to answer" for the discrepancies in the case. She said "my heart goes out to" Kercher's family.

After nearly four years behind bars in Italy, Knox returned to her hometown of Seattle after the 2011 acquittal and Sollecito resumed his computer science studies, following the degree he earned while studying in prison.

Italy's judicial system allows for two levels of appeals, and prosecutors can appeal acquittals.

Although the court on Monday heard gruesome details, including how Kercher choked on her own blood, it wasn't ruling on the guilt or innocence of the defendants. Its sole task was to decide if the appellate trial was properly conducted.

Dalla Vedova had argued Monday that the slander verdict against Knox should be thrown out because she was questioned without a lawyer even though police essentially treated the student as a suspect in their 14-hour interrogation session.

Because of time she served in prison before the appeals-level acquittals, Knox didn't have to serve time for the slander conviction.

U.S. spends $3.7 million on ex-presidents in 2012

WASHINGTON (AP) ? Being the leader of the free world is an expensive proposition. And the costs don't stop once you leave the White House.

The government spent nearly $3.7 million on former presidents in 2012, according to an analysis just released by the nonpartisan Congressional Research Service. That covers a pension, compensation and benefits for office staff, and other costs like travel, office space and postage.

The costliest former president? George W. Bush, who clocked in last year at just over $1.3 million.

The $3.7 million taxpayers shelled out in 2012 is about $200,000 less than in 2011, and the sum in 2010 was even higher. It's a drop in the bucket compared with the trillions the federal government spends each year.

Still, with ex-presidents able to command eye-popping sums for books, speaking engagements and the like in their post-White House years, the report raises questions about whether the U.S. should provide such generous subsidies at a time when spending cuts and the deficit are forcing lawmakers and federal agencies to seek ways to cut back.

Under the Former Presidents Act, previous inhabitants of the Oval Office are given a $200,000 annual pension ? the equivalent to a Cabinet secretary's salary ? plus $96,000 a year for a small office staff. The government also picks up the tab for other costs like travel, office space and postage.

Departing presidents also get extra help in the first years after they leave office, one reason that Bush's costs were higher than other living ex-presidents. The most recent ex-president to leave the White House, Bush was granted almost $400,000 for 8,000 square feet of office space in Dallas, plus $85,000 in telephone costs. Another $60,000 went to travel costs.

President Bill Clinton came in second at just under $1 million, followed by George H.W. Bush at nearly $850,000. Clinton spent the most government money on office space: $442,000 for his 8,300 square foot digs in New York's Harlem neighborhood.

Clinton's predecessor, President George H.W. Bush, received about $840,000 in federal funds last year. Costs for Jimmy Carter, the only other living former president, came in at about $500,000.

Widows of former presidents are entitled to a pension of $20,000, but Nancy Reagan, the wife of former President Ronald Reagan, waived her pension last year. The former first lady did accept $14,000 in postage.

The cost totals for ex-president don't include what the Secret Service spends protecting them, their spouses and children. Those costs are part of a separate budget that isn't made public.

Funding for ex-presidents under the Former Presidents Act dates back to 1958, when Congress created the program largely in response to President Harry Truman's post-White House financial woes, the Congressional Research Service said. The goal was to maintain the dignity of the presidency and help with ongoing costs associated with being a former president, such as responding to correspondence and scheduling requests.

These days, a former president's income can be substantial from speaking and writing, and ex-presidents also have robust presidential centers and foundations that accept donations and facilitate many of their post-presidential activities.

Noting that none of the living ex-presidents are poor, Rep. Jason Chaffetz, R-Utah, introduced a bill last year that would limit costs to a $200,000 pension, plus another $200,000 that ex-presidents could use at their discretion. And for every dollar that an ex-president earns in excess of $400,000, their annual allowance would be reduced by the same amount. The bill died in committee.

Palestinians cool to partial settlement freeze

RAMALLAH, West Bank (AP) ? A senior Palestinian official rejected on Sunday the idea of a partial Israeli settlement freeze as a way of restarting peace talks, a sign of tough times ahead for the Obama administration's new attempt to bring the sides together.

U.S. Secretary of State John Kerry met separately late Saturday with Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu to talk about ending a deadlock of more than four years over settlements.

Abbas says he won't return to negotiations without an Israeli construction freeze, saying Israel's building on war-won land pre-empts the outcome of talks on a border between Israel and a future state of Palestine. Abbas last held talks with Netanyahu's predecessor in late 2008.

Netanyahu has refused to halt construction and instead calls for an immediate return to negotiations. President Barack Obama sided with Israel's position during a visit to the region last week, saying the Palestinians should return to talks to sort out the settlement issue.

The U.S. has not spoken publicly about possible compromises in recent days, though there has been some speculation it would propose a partial construction stop in the West Bank heartland, east of Israel's separation barrier.

Palestinian negotiator Saeb Erekat said Sunday that the Palestinians do not seek a confrontation with the Obama administration, but appeared to suggest that nothing short of a full freeze will bring them back to negotiations.

The Palestinians want a state in the West Bank, Gaza and east Jerusalem, areas Israel captured in 1967. Since that war, Israel has built dozens of settlements ? considered illegal by much of the world and now home to more than half a million Israelis ? in the West Bank and east Jerusalem.

Much of the construction takes place in so-called "settlement blocs" close to Israel and in east Jerusalem. Israel's separation barrier cuts off east Jerusalem and some of the settlement blocs from the rest of the West Bank.

Asked if Abbas would accept a partial freeze, east of the barrier, Erekat told Voice of Palestine radio: "Absolutely not. It is rejected."

"First of all, 90 percent of the building in settlements is going on in the blocs," he said. "If we accepted that, we would be committing two crimes. The first is legalizing what is illegal, which is settlement construction, and the second is accepting the Israeli policy (of) dictation."

Israel agreed to a 10-month slowdown in settlement construction early in Obama's first term, allowing talks to resume briefly in 2010. The talks fizzled out after Netanyahu refused to extend the slowdown, which had halted approvals for new homes but allowed previously started construction to continue.

Israeli Justice Minister Tzipi Livni, who will oversee any negotiations with the Palestinians, said it remained to be seen what would bring about a new round of talks.

"We are after four years of stalemate, of distrust, and we need to see how we restart, what we will discuss," she told Army Radio.

Erekat said the Palestinians would wait for two to three months to see if the Obama administration can come up with a way out of the deadlock. "We want to cooperate with the U.S. administration, not clash with it," he said.

If the deadlock persists, the Palestinians will move ahead with their quest for international recognition, he said. "We have to focus on the steadfastness of our people, and we have 63 international agencies we can join," he said.

In November, the U.N. General Assembly overwhelmingly recognized a state of Palestine in the West Bank, Gaza and east Jerusalem, despite objections by the U.S. and Israel. The recognition paved the way for Palestinians to seek membership in U.N. agencies and other international organizations.

Earlier Sunday, Israel dismantled a tent camp Palestinians set up during Obama's recent visit to protest Israeli plans to build a large West Bank settlement near Jerusalem.

During his visit, Obama singled out the settlement, known by its planning name E-1, as particularly problematic. The settlement of more 3,500 apartments would close one of the last open spaces between east Jerusalem and the West Bank.

Before dawn Sunday, about 200 Israeli police officers removed some 40 demonstrators from the tent camp, said police spokesman Micky Rosenfeld. Three protesters were arrested, but no injuries were reported, Rosenfeld said.

The encampment is part of a new Palestinian tactic to protest against Israeli settlement expansion.

Nanowire solar cells raise efficiency limit

Mar. 24, 2013 ? Scientists from the Nano-Science Center at the Niels Bohr Institut, Denmark and the Ecole Polytechnique F?d?rale de Lausanne, Switzerland, have shown that a single nanowire can concentrate the sunlight up to 15 times of the normal sun light intensity. The results are surprising and the potential for developing a new type of highly efficient solar cells is great.

Due to some unique physical light absorption properties of nanowires, the limit of how much energy we can utilize from the sun's rays is higher than previous believed. These results demonstrate the great potential of development of nanowire-based solar cells, says PhD Peter Krogstrup on the surprising discovery that is described in the journal Nature Photonics.

The research groups have during recent years studied how to develop and improve the quality of the nanowire crystals, which is a cylindrical structure with a diameter of about 10,000 part of a human hair. The nanowires are predicted to have great potential in the development not only of solar cells, but also of future quantum computers and other electronic products.

It turns out that the nanowires naturally concentrate the sun's rays into a very small area in the crystal by up to a factor 15. Because the diameter of a nanowire crystal is smaller than the wavelength of the light coming from the sun it can cause resonances in the intensity of light in and around nanowires. Thus, the resonances can give a concentrated sunlight, where the energy is converted, which can be used to give a higher conversion effeciency of the sun's energy, says Peter Krogstrup, who with this discovery contributes to that the research in solar cell technology based on nanowires get a real boost.

New efficiency limit

The typical efficiency limit -- the so-called "Shockley-Queisser Limit" -- is a limit, which for many years has been a landmark for solar cells efficiency among researchers, but now it seems that it may be increased.

It's exciting as a researcher to move the theoretical limits, as we know. Although it does not sound like much, that the limit is moved by only a few percent, it will have a major impact on the development of solar cells, exploitation of nanowire solar rays and perhaps the extraction of energy at international level. However, it will take some years years before production of solar cells consisting of nanowires becomes a reality, says Peter Krogstrup who just completed his PhD at the Niels Bohr Institute, University of Copenhagen.

The research is conducted in collaboration with the Laboratory des Mat?riaux Semiconducteurs, Ecole Polytechnique F?d?rale de Lausanne, the Foundation and the company SunFlake A / S. Their scientific findings work support results published in the journal Science in January. Here, a group of researchers from Lund, showed that the sun's rays was sucked into the nanowires due to the high amount of power that their solar cell produced.

Engr. Al Maidoor's participation will be a significant feature of the conference. Before becoming the Director-General of the Dubai Health Authority, Engr. Al Maidoor was the Chairman of the Dubai Municipality Green Building Committee. Letter from DNA discoverer to be auctioned in NYC

NEW YORK (AP) ? Sixty years ago scientist Francis Crick wrote a letter to his 12-year-old son saying he and a colleague had discovered something "very beautiful" ? the structure of DNA.

Now, the note and its hand-drawn diagrams are being auctioned off in New York. Christie's estimates the letter could fetch $1 million or more at the April 10 sale.

Crick's letter describes to his son how he and James Watson found the copying mechanism "by which life comes from life." It includes a simple sketch of DNA's double helix structure which Crick concedes he can't draw very well.

The seven-page handwritten letter from Francis Crick in Cambridge, England to Michael Crick at his boarding school concludes, "Read this carefully so that you will understand it. When you come home we will show you the model. Lots of love, Daddy."

Michael Crick, now 72, said Saturday he immediately understood his father had made a breakthrough. Though he added, "I don't think any of us at the time quite realized the full impact it would have."

The letter dated March 19, 1953, was written about a month before Watson and Crick's research was published in the journal Nature.

Francis Crick, who died in 2004 at age 88, was awarded the Nobel Prize in medicine in 1962 along with Watson and Maurice Wilkins. He spent the latter decades of his career doing brain research at the Salk Institute for Biological Studies in La Jolla, Calif., where he became a professor in 1977.

Michael Crick, who lives in Bellevue Wash., is a pioneer designer of computer games whose current project is a puzzle called Cricklers that appears in newspapers including The Washington Post.

"I was interested in science from Day 1," said Crick. His father gave him a book on codes when he was about 9 and he read it "cover to cover," he said.

Michael and his wife, Barbara, have promised to donate half the proceeds from the sale of the letter to a trust benefiting the Salk Institute.

Crick said there are no strings attached other than that the money be used for "something that my father would have endorsed."
