Obama talks with Erdogan, condemns bombing in Turkey (Reuters)

NEW YORK (Reuters) ? U.S. President Barack Obama condemned a deadly bombing in Ankara on Tuesday, as he met Turkish Prime Minister Tayyip Erdogan on the sidelines of the U.N. General Assembly.

"This reminds us that terrorism exists in many parts of the world, and Turkey and the United States are going to be strong partners in preventing terrorism," Obama told reporters at the start of their meeting in New York.

An explosion from a suspected car bomb ripped through a street in the Turkish capital, Ankara, earlier on Tuesday near a neighborhood housing government buildings, killing three people and wounding 15, Interior Minister Naim Sahin said.

Facebook adds new social Internet radio service

Facebook members will have the chance to listen and chat about music in real-time with their friends via virtual listening rooms through a new social Internet radio service.

Facebook will be offering a new app from Myxer Social Radio to bring friends together through music as they listen at the same time in rooms they create or that are created by their friends, with music choices enhanced by Myxer?s recommendations.

After downloading the free app on Facebook once it hits the site later this year, users can log in and see which friends are also using the service. Similar to Pandora?s streaming service, people can join different listening rooms or channels based on musical artists, such as Lady Gaga or U2.

However, Myxer ? which has an existing mobile music service that includes 49 million users ? takes it a social step further by allowing anyone in the room the opportunity to chat about the song and even record a "Song Story," a 30-second video where someone can explain what the song means to them.

"We see this as an opportunity to bring people together through music and enhance the experience of music through social content," Myxer?s CEO Myk Willis told TechNewsDaily. "No matter where your friends may be, the app can bring people and music together. By adding social context to music with features such as Song Stories, it?s like hearing songs for the first time through someone else's ears."

People can also vote on whether or not they like the song that?s playing in the listening room. If the majority rules and people want to hear a new song, Myxer will play another one.

"This is more about strengthening social connections with real friends than a tool that will be used to meet new people," Willis said. ?Digital natives enjoy interacting with their friends and this gives them another way to connect as they listen to music.?

Questions and answers about the Fed's decision (AP)

WASHINGTON ? The Federal Reserve unveiled a two-pronged effort Wednesday to boost the economy. It said it will sell $400 billion in short-term Treasurys it owns and replace them with longer-term Treasurys. And it will reinvest principal payments from its mortgage-backed securities. Both steps are intended to cut long-term interest rates and increase growth.

Here are some questions and answers about the Fed's announcement:

Q. What's the Fed trying to achieve?

A. It wants to lower interest rates for consumers and businesses. Chairman Ben Bernanke and a majority on the policymaking committee hope lower rates will spur borrowing and spending. Lower mortgage and auto-loan rates could increase home and car sales and business investment. And lower bond rates could lift stock prices. In part, that's because low Treasury yields cause some people to shift money into stocks. Higher stock prices could boost the wealth and confidence of individuals and businesses. Ideally, spending would then rise, lifting incomes, profits and economic growth.

Q. How much would this help the economy?

A. Probably only a little. Even if the Fed's plan lowers rates, it's unlikely by itself to reduce unemployment much or accelerate economic growth. Rates on mortgages and other loans are already super-low. Yet consumers are reluctant to take on new debt. Banks have tightened lending standards. Small companies are hobbled by weak sales. Still, most analysts think the Fed's move is worth trying because the economy is barely growing, and unemployment is 9.1 percent. It might also boost confidence. Consumer confidence has plunged to recession-era lows, and the Fed wants to prevent that from translating into less spending.

Q. How will the plan work?

A. The Fed will sell $400 billion in Treasurys that mature in less than three years. And it will replace them with Treasurys that mature in six to 30 years. The sales will be completed by June. The Fed's purchases will help push up prices of long-term Treasurys. In response, their yields will fall. So will those for other loans, too. The yield on the 10-year Treasury note, for example, is used as a benchmark rate for mortgages and other consumer loans. The New York Fed will conduct the sales and purchases through the group of 20 large banks it calls its primary dealers.

Q. Has anything like this been done before?

A. Yes. In 1961, just weeks after the inauguration of President John F. Kennedy, the Fed took similar steps. It named its program Operation Nudge, the idea being to nudge long-term rates lower. But at the time, Chubby Checker's record "The Twist" was all the rage, and the name "Operation Twist" stuck instead. Checker had performed the song on American Bandstand in July 1960, and it hit No. 1 later that year. Research has found that the 1961 version of Operation Twist pushed down long-term rates by about two-tenths of a percentage point. That might not sound like much. But the San Francisco Federal Reserve Bank has concluded that it's similar to the impact if the Fed were to cut the short-term rate it controls by a full point. Right now, the Fed can't cut that rate at all; it's already near zero.

Q. Did the Fed do anything else Wednesday?

A. Yes, it said it will reinvest the proceeds from its $900 billion portfolio of mortgage-backed securities into new mortgage-backed securities. That is also intended to keep mortgage rates low.

Q. Why did the Fed decide to take these steps?

A. Partly because they don't require it to create more money. Since the financial crisis erupted in 2008, the Fed has bought nearly $2 trillion in Treasurys and mortgage-backed securities ? all with newly created money. That's earned Bernanke scorching criticism from leading GOP presidential candidates, who say those moves will boost inflation. By essentially printing more dollars, the Fed expands the money supply. And more dollars chasing the same amount of goods can raise prices. The Fed must wind down its portfolio eventually, which will be risky because selling bonds might push up interest rates. Also, three members of the Fed's policymaking committee dissented from Wednesday's move. That suggested that Bernanke might not have the support to do much more. When the same three members dissented last month, it was the most dissents since 1992.

Palin Sees Better Poll Numbers; Is There Hope for an Announcement Bump? (ContributorNetwork)

Sarah Palin is still an unknown quantity when it comes to the 2012 GOP presidential nomination, but regardless of what her ultimate decision will be, the former Alaska governor seems to be doing well in the polls, maintaining a solid double-digit showing. Whether that number reflects her "true believers," as former White House chief of staff Karl Rove might call her supporters, or if it is a base from which she can make gains and be a viable candidate is also an unknown.

But Palin's late entrance -- if entering the presidential race she does -- could be a way of attempting to harness the announcement bump candidates usually receive just after they reveal their plans to run for office.

"I think people are still going to be coming and going because there is still time, and I'm still one of those still considering," Palin told Fox News on Tuesday evening, as relayed by CNN.

And there is something to her statement. Indiana Gov. Mitch Daniels, himself once considered as a possible Republican candidate, noted Sunday in an interview with the New York Times that there was still time and he had personally tried to talk several people into running.

However, time is short for ballot application deadlines for caucus and primary states. Candidates entering the race now would need far more than just the hope of one day becoming president. And Sarah Palin has the name recognition, the finances, and most likely the people to put on the ground in early caucus and primary states to make a campaign more than just an exercise in futility.

The latest McClatchy poll shows President Barack Obama's recent slide in job approval has placed Palin within five points of the president (44 percent to his 49 percent) in a head-to-head matchup, far better than the 21 points she trailed by in August.

Could Palin be hoping for the post-announcement poll numbers bump to springboard her toward a possible win in Iowa in February?

The problem with post-announcement poll bumps is that they do not seem to last. Initial enthusiasm for the candidate wanes over time as the electorate becomes familiar with them and their policies.

Take a look at both Texas Gov. Rick Perry and former Massachusetts Gov. Mitt Romney. Both saw gains in the polls after formally declaring their candidacies. In fact, both became front-runners (Romney in June, Perry in August). But their leads soon diminished. Past campaigns have shown that after the field of presidential contenders is set, only major mistakes, debates, and candidates' departures from the race seem to have much of an effect on their polling percentages -- the latter having the most profound effect, especially if the candidate dropping out of contention is a frontrunner.

Palin's name recognition could also work as a drawback. Being a household name, so to speak, should she really expect much of a gain in her poll numbers?

But the McClatchy poll also revealed something that the former governor might take into consideration when she finally makes her announcement. By a margin of 72 percent to 24 percent, Republicans and independents that lean toward voting Republican say they do not want Palin to run for president.

It is a sentiment that seems to have remained consistent over time. A Fox News poll released at the beginning of September noted 71 percent of Republicans and 66 percent of independents said she should not enter the race.

The numbers are quite a bit higher than the 59 percent that told Gallup in December she wouldn't even be a consideration. Unfortunately for Sarah Palin, that number included all poll respondents, regardless of party affiliation.

It is doubtful a presidential announcement bump would do her much good in the long run -- if she could even manage one.
