Euro deal leaves deep divisions, lingering questions

A "breakthrough" agreement by European leaders?desperate to show the world they haven?t run out of ideas to save the eurozone?is short on details and does little more than buy time, analysts said Friday.

And after 21 summit meetings convened to?head off the looming breakup of Europe?s common currency and the continent's ongoing downward economic spiral, it is not clear how much time the deal?to shore up wobbly banks will buy.

?Every time they come out with something, it seems to lasts an increasingly smaller amount of time,? said Guy Wolf, a market strategist at commodities broker Marex Specton in London. ?I don't see anything in this current statement that makes me think someone will go and build a factory in Spain. And that's what we're really talking about.?

With Greece?s economy in ruins, Spain?s banks on life support and Italy?s borrowing costs rising, eurozone leaders broke out the fire hoses at their latest meeting in Brussels.

The new measures, hammered out after 14 hours of contentious talks that pitted Rome and Madrid against Europe's paymaster Berlin, amounted to a willingness to bend the European Union?s existing aid rules to shore up failing banks and try to bring down rising borrowing costs that are strangling the weaker?economies.

Under the latest plan, Europe?s two bailout funds will be allowed to buy bank shares directly instead of channeling the money through member governments. But the agreement included little detail on just how the new measures would be implemented.

It?s not clear, for example, who will decide which banks get funds, how much they?ll get or what conditions will be imposed in return for bailouts. Failed banks would be taken over by the European Central Bank, which currently has no system in place to do so.

With expectations for the summit so low, ?financial markets staged a ?relief? rally after the deal was announced. The euro rose sharply against the dollar and yields on Spanish and Italian debt fell sharply. The Dow Jones industrial average was up more than 220 points in midday trading.

?We have avoided an Armageddon scenario ? at least for the summer,? said Tai Hui, chief economist at?Standard Chartered?Bank.

But the agreement does little to bridge the widening political and economic divisions that continue to threaten Europe?s common currency and economic future.

The summit was supposed to have addressed Greece?s urgent need for assistance. Leaders of the newly formed Athens government, facing insolvency within weeks, have vowed to roll back German-imposed austerity measures that were agreed to by the former Athens government in return for aid.

A volatile confrontation between Athens and Berlin was averted when Greece?s new prime minister last week cancelled his trip for health reasons, and the newly appointed finance minister was replaced, also for health reasons. The long-running standoff between Greece and Germany remains unresolved. ?

With Greece off the agenda, attention at the two-day Brussels summit turned to the more imminent crisis in Spain, which recently asked for a bank bailout that could reach 100 billion euros ($125 billion).?

Some economists believe the bank bailout may be a preamble to a wider bailout of the Spanish government, which has recently seen its credit ratings slashed and borrowing costs rise to unsustainable levels.?While some economists and eurozone officials believe the impact of Greece's departure from the common currency could be managed, Spain's much-larger economy and pool of outstanding debt poses a greater risk. ??

The fallout from Spain has also pushed up borrowing costs for the Italian government, Europe?s third-largest economy and most heavily indebted eurozone country.

Friday?s summit agreement was aimed at calming investors who have been fleeing Spanish banks and government bonds. But it remains to be seen how much investor confidence the proposed bank backstop measures can restore in Spanish and Italian government bonds.

?There are a number of uncertainties about the conditions applied to (the backstop) and the rating agency?s reaction to countries applying for outside help,? said Philippe Bodereau, head of European credit research at PIMCO.

The summit brought into sharper focus the deepening divisions among European leaders, as Germany increasingly finds itself cast in the role of Europe?s financial guarantor. As the Europe?s largest economy enjoys relative prosperity ? thanks in part to massive capital flight into German banks and government bonds ? German voters have grown increasingly wary of further calls to commit their hard-earned savings to bail out their neighbors. ?

Following this week's summit, some reports suggested that German Chancellor Angela Merkel appeared to soften her steadfast opposition to guaranteeing other country?s debts. But with voter resistance to the idea running high back home, Germany?s leaders can ill-afford to?commit?to paying the bills of other euro zone governments.

?Germany has no good options,? said Wolf. ?They either pay an incredibly large bill when the euro area breaks up or sign themselves up to a perpetual series of transfers to the rest of the euro area. So it's not surprising that they are stalling that decision for as long as possible. Because no politician wants to be saddled with that answer.?

Kofi Annan Warns Of Severe Syrian Crisis

GENEVA ? A conference called by special envoy Kofi Annan to end the Syria crisis appeared on the brink of failure as it opened Saturday, with the U.S. and Russia still divided over a role for President Bashar Assad in a transition government.

Annan seemed confident of his plan a few days ago, but Russia has refused to back a provision that would call for Assad to step down to make way for a unity government, a stance that could scuttle the entire deal.

The envoy warned the permanent members of the U.N. Security Council ? Britain, China, France, Russia and the United States ? that if they fail to act at the talks hosted by the United Nations at its European headquarters in Geneva they face an international crisis of "grave severity" that could spark violence across the region and provide a new front for terrorism.

"History is a somber judge and it will judge us all harshly if we prove incapable of taking the right path today," he said.

He appeared to specifically aim his words at Russia, Syria's most important ally, protector and arms supplier, which insists that outsiders cannot order a political solution for Syria. The U.S. is adamant that Assad should not be allowed to remain in power at the top of the transitional government and there is little chance that the fragmented Syrian opposition would go along with any plan that does not explicitly say Bashar must go.

"While many spoke of united support for one ... some simultaneously took national or collective initiatives of their own, undermining the process. This has fueled uncertainty in Syria, in turn fueling the flames of violence," Annan said. "By being here today, you suggest the intention to show that leadership. But can you, can we follow through?"

He said that "the way things have been going thus far ? we are not helping anyone. Let us break this trend and start being of some use."

Foreign ministers were rushed from luxury sedans into the elegant and sprawling Palais des Nations along with their legions of diplomats and aides and envoys from Europe, Turkey and three Arab countries representing groups within the Arab League.

A senior U.S. official ? speaking on condition of anonymity due to the sensitivity of the ongoing negotiations ? said the "discussions remain challenging. We're continuing to work this today, but we need a plan that is strong and credible. We may get there, we may not."

The question is still whether Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Hillary Rodham Clinton can rescue Annan's plan.

Russia and China, which has followed Russia's lead on Syria, have twice used their council veto to shield Syria from U.N. sanctions.

Major regional players Iran and Saudi Arabia were not invited. The Russians objected to the Saudis, who support the Syrian opposition. The U.S. objected to Iran, which supports Assad's regime. Lavrov predicted the meeting had a "good chance" of finding a way forward, despite the grim conditions on the ground.

Syria, verging on a full-blown civil war, has endured a particularly bloody week, with up to 125 people reported killed nationwide on Thursday alone. Since March of last year, the uprising in in one of the world's most unstable regions has killed some 14,000 people.

International tensions also heightened last week after Syria shot down a Turkish warplane, leading to Turkey setting up anti-aircraft guns on its border with its neighbor.

Without agreement among the major powers on how to form a transitional government for the country, Assad's regime ? Iran's closest ally ? would be emboldened to try to remain in power indefinitely, and that would also complicate the U.S. aim of halting Iran's nuclear goals.

At talks Friday night, top U.S. and Russian diplomats remained deadlocked over the negotiating text to agree on guidelines and principles for "a Syria-led transition."

British Foreign Secretary William Hague urged Russia and China, which is following the Russian lead, to join Western nations in speaking with one voice on Syria, though he acknowledged that will be a stiff challenge.

"We haven't reached agreement in advance with Russia and China ? that remains very difficult. I don't know if it will be possible to do so. In the interest of saving thousands of lives of our international responsibilities, we will try to do so," Hague told reporters. "It's been always been our view, of course, that a stable future for Syria, a real political process, means Assad leaving power."

He tweeted that "President Assad and his closest associates cannot credibly lead the process of transition in Syria.

The negotiating text for the multinational conference calls for establishing a transitional government of national unity, with full executive powers, that could include members of Assad's government and the opposition and other groups. It would oversee the drafting of a new constitution and elections.

But the text that would serve as the framework for Annan's peace efforts also would "exclude from government those whose continued presence and participation would undermine the credibility of the transition and jeopardize stability and reconciliation."

"Ultimately, we want to stop the bloodshed in Syria. If that comes through political dialogue, we are willing to do that," said Khalid Saleh, a spokesman for the Syrian National Council, a coalition of Syrian opposition groups based in Istanbul, Turkey. "We are not willing to negotiate (with) Mr. Assad and those who have murdered Syrians. We are not going to negotiate unless they leave Syria."

Clinton said Thursday in Riga, Latvia, that all participants in the Geneva meeting, including Russia, were on board with the transition plan. She told reporters that the invitations made clear that representatives "were coming on the basis of (Annan's) transition plan."

The United Nations says violence in the country has worsened since a cease-fire deal in April, and the bloodshed appears to be taking on dangerous sectarian overtones, with growing numbers of Syrians targeted on account of their religion. The increasing militarization of both sides in the conflict has Syria heading toward civil war.

Alabama Football: No Duron Carter Ever, Says Nick Saban

Ahhhh, the great Duron Carter escapade. The son of Cris Carter transferred to Alabama from Ohio State in April of 2011, but had trouble getting any closer to game action than the practice field. A few weeks into the season, Nick Saban noted Carter might not make it out for the year at any point, and then spring ball also came and went without him.

And now this:

Carter was rated a four-star recruit out of Fort Lauderdale by Rivals, making him the 11th-best receiver in the country. The 6'3 possession man mustered 176 career yards for the Buckeyes in 2009, and that's been his entire college career to date.

Zynga game 'The Ville' lets you (virtually) get it on

Things are getting hot and heavy in Zynga's newest Facebook game.?That is, if you consider some PG-rated?virtual sex to be hot and heavy.?

Following the success of games like "FarmVille," "CityVille" and "CastleVille," Facebook gaming giant?Zynga this week?launched its latest Ville game which is called simply?"The Ville."

This strategy-based life simulation?game lets players create a personalized avatar, build a home and live out virtual relationships.?And according to Zynga executive producer David Gray who spoke to CNET, the avatars in the game can (gasp!) make whoopee. Yes, whoopee.

Gray told CNET that it works like this:

...when someone is in your house and you begin to interact with them, you can level up by interacting with them in ways that the game sees as romantic. As you climb the experience tree, you eventually unlock the capability to initiate the "happiness home run," or just "whoopee"

Based on some of?the breathy Zynga?sex-related headlines making the Internet rounds this week (the above one included), this virtual sex business?may sound like?risque?stuff.

It is not.

Prudes (or concerned parents) can rest assured, making whoopee is pretty tame stuff. There is, apparently, partial disrobing before floating hearts cover the bedroom. Hide?your eyes! It's FLOATING HEARTS!?

Meanwhile, Zynga's frisky avatars are hardly the first to get it on Facebook style.

It's not an overstatement to say that "The Ville" has taken a whole lot of cues from the long-running, best-selling "Sims" games from?Electronic Arts -- and specifically from the new "Sims Social" game on Facebook. And those randy?Sims characters have been making quite a lot of woo-hoo (not to be confused with whoopee)?on Facebook for months now.

In fact,?In January, EA released this?infographic, announcing that "Sims Social" avatars make whoo-hoo?680,000 times per day. And here is the whoo-hoo in action. C'mon,?you know you want to see it:

Sanctions on Iran: Implications for Energy Security

Next month, international economic pressure on the Islamic Republic of Iran will intensify dramatically. Although Iran has been the target of various U.S. and multilateral sanctions throughout most of the past three decades, the latest measures are the most severe in history. These actions have been credited with reviving Iran?s interest in negotiations with the world, but they have yet to persuade Tehran to abandon its nuclear ambitions, and are creating new challenges for the international coalition that has sought to constrain Iran. They also pose new uncertainties for energy markets and the international economy at a precarious period in the global recovery and the U.S. presidential campaign.

On June 29, Foreign Policy at Brookings will host a discussion assessing the wide-ranging implications of the Iran sanctions regime and consider the prospects for a diplomatic resolution to the Iranian nuclear issue.

After each panel, participants will take audience questions.

It's beginning to feel less like the Fourth of July and more like Groundhog Day; Alec Baldwin has had yet another confrontation with a paparazzo.

This one took place outside an apartment building in New York's West Village neighborhood Friday. As you can see in the video below,?paparazzi were camped out in front of the building when one shooter in particular continued to badger not just Baldwin, but other residents about the actor's upcoming nuptials?to fiancee Hilaria Thomas.

"I want you out of here, I want you out of here!" Baldwin said before squeezing the photographer's?upper arm. "I want you to leave my neighbor alone ... you little girl."?

According to TMZ, the photographer had issues with residents of the building prior to the run-in with Baldwin.?According to their source, "when one resident asked the photog to stop 'harassing everyone,' the photog told the person, 'f--- you.'"

Baldwin hasn't commented about this incident specifically, but he did tweet today, "'Reporters' are stalking outside my house, and following in their car. Only to harass and disturb. If only a meteor would hit that car ..."

Wait for it: Earth adds leap second Saturday night

(AP) ? Saturday night will stretch longer by a second. A leap second.

International timekeepers are adding a second to the clock at midnight universal time Saturday, June 30, going into July 1. That's 8 p.m. EDT Saturday. Universal time will be 11:59:59 and then the unusual reading of 11:59:60 before it hits midnight.

A combination of factors, including Earth slowing down a bit from the tidal pull of the moon, and an atomic clock that's a hair too fast, means that periodically timekeepers have to synchronize the official atomic clocks, said Daniel Gambis, head of the Earth Orientation Service in Paris that coordinates leap seconds.

The time it takes the Earth to rotate on its axis ? the definition of a day ? is now about two milliseconds longer than it was 100 years ago, said Geoff Chester, spokesman at the U.S. Naval Observatory, keeper of the official U.S. atomic clocks. That's each day, so it adds up to nearly three-quarters of a second a year.

Timekeepers add that leap second every now and then to keep the sun at its highest at noon, at least during standard time. This is the first leap second since January 2009 and the 25th overall. Gambis said the next one probably won't be needed until 2015 or 2016.

There should be no noticeable affect or inconvenience on computers or any other technology that requires precise timekeeping because they adjust for these leap seconds, Gambis said Friday.

Earlier this year, official timekeepers from across the world discussed whether to eliminate the practice of adding leap seconds. They decided they needed more time to think about the issue and will next debate the issue in 2015.

So for now, Chester said, "you get an extra second, don't waste it."

The Q1 earnings news from RIM of layoffs and a delay in its next generation of handsets has unsurprisingly led to some rumors from the usual "people familiar with the situation," according to Reuters. The options reportedly being considered by the board probably also won't shock you, like the possibility of following former co-CEO Jim Balsillie's plan to open up its network to others and / or or sell it outright. An alternative path comes from Microsoft and Steve Ballmer, who has reportedly been putting a full court press on the folks in Waterloo to pull a Nokia and bring their arms to the Windows OS camp. That choice is reportedly less attractive because it would mean giving up technology independence, but we'll see how long that feeling lasts if future earnings projections remain similarly dismal.

This may seem too short to have any practical applications, but at the atomic level, where electrons zip and jump about, these vanishingly short timescales are crucial to a deeper understanding of science.

In a paper accepted for publication in the American Institute of Physics' journal Review of Scientific Instruments, a team of researchers describes an advanced experimental system that can generate attosecond bursts of extreme ultraviolet light. Such pulses are the shortest controllable light pulses available to science. With these pulses, according to the researchers, it's possible to measure the dynamics of electrons in matter in real-time. Advances in attosecond science may enable scientists to verify theories that describe how matter behaves at a fundamental level, how certain important chemical reactions such as photosynthesis work. Additional advances may eventually lead to the control of chemical reactions.

"Understanding how matter works at the level of its electrons is likely to lead to new scientific tools and to novel technologies," said Felix Frank, of Imperial College in London and one of the authors on the paper. "In the future, this knowledge could help us to make better drugs, more efficient solar cells, and other things we can't yet foresee."

The researchers were able to produce these pulses by a process called high harmonic generation (HHG). The fundamental technology driving their setup is a high-power femtosecond laser system (femtoseconds are three orders of magnitude longer than attoseconds). The near infrared femtosecond laser pulses are corralled through a waveguide and a series of specialized mirrors, causing them to be compressed in time. With their waveforms precisely controlled, these compressed pulses are then focused into a gas target, creating an attosecond burst of extreme ultraviolet radiation. The experimental system developed by the researchers is able to accurately measure the attosecond pulses and deliver them to a variety of experiments in conjugation with other precisely synchronized laser pulses. "Though it incorporates many novel features, our system builds on a decade of research conducted by physics groups around the world," said John Tisch, lead scientist developing the technology at Imperial College.

Adoption of advanced techniques could propel crop improvement

ScienceDaily (June 28, 2012) ? Scientists could take greater strides toward crop improvement if there were wider adoption of advanced techniques used to understand the mechanisms that allow plants to adapt to their environments, current and former Purdue University researchers say.

In a perspective for the journal Science, Brian Dilkes, a Purdue assistant professor of genetics, and Ivan Baxter, a research computational biologist for the U.S. Department of Agriculture's Agricultural Research Service, argue that today's technology could allow scientists to match physiological and genetic characteristics of plants with the soil characteristics that promote or inhibit their growth. Making those connections could reduce the time necessary to improve plants that are coping with changing environmental and climatic conditions.

"Evolution has solved the problems that we face in terms of adapting plants to grow in a multitude of environments," Dilkes said. "If we understand these processes, we'll be able to apply that knowledge to maintaining diversity in natural systems and improving and maintaining crop yield."

The majority of a plant's makeup, besides carbon dioxide, comes from elements and minerals absorbed from the soil as the plant grows. The physiological and genetic mechanisms that allow plants to obtain iron from the soil, for instance, can also cause the plant to accumulate other elements. Understanding how those changes interact is an important piece of improving plants, Baxter said.

"This is just a hint of the complexity that's out there," said Baxter, a former post-doctoral researcher at Purdue who works for the USDA at the Donald Danforth Plant Science Center in St. Louis. "If we're going to make the necessary improvements in agricultural productivity, we will have to move forward with these techniques."

Much of the work done to understand how plants have adapted to their environments focuses on one gene and one element it controls at a time. Pinpointing one or more genes responsible for a particular trait can take years, even decades.

Dilkes and Baxter believe a wider adoption of molecular phenotyping techniques, such as ionomics and genome-wide association mapping, could allow scientists to work with multiple elements and genes at once.

"By focusing on one gene or one element at a time, you miss out on the other physiological mechanisms occurring in the plant," Dilkes said. "The potential to broaden our understanding of these complex interactions and have a dramatic effect on agriculture is there."

Genome-wide association mapping allows scientists to find genetic associations among multiple phenotypes, or physical traits. The process quickly shows which genes may be responsible for the physical characteristics.

Ionomics studies the elemental composition of plants and how those compositions change in response to environmental or genetic changes.

"Experiments with thousands of samples are now possible," Baxter said. "We've just started to put these things together."

Research in Baxter's lab is supported by the National Science Foundation, the U.S. Department of Energy and the U.S. Department of Agriculture's Agricultural Research Service.

Landscape for nucleus of an atom narrowed

Scientists have long wondered whether there is a limit to the number of protons and neutrons that can be clustered together to form the nucleus of an atom. A new study comes closer than ever to finding the answer by estimating the total number of nucleus variations that can exist.

The periodic table of elements includes 118 known species of atoms, and each of these exists (either naturally or synthetically) in several versions with differing numbers of neutrons, giving rise to a total of about 3,000 different atomic nuclei. As technology has improved over the years, physicists have been building heavier and heavier atoms ? element 117 was created only last year, and researchers are hot on the trail of 119. New projects are in the works to add and subtract neutrons to known elements to create ever more exotic variations, known as isotopes.

But where does it end?

In a paper published in Thursday's issue of the journal Nature, researchers report that roughly 6,900 nuclides (variations of atomic nuclei), plus or minus 500, should be possible. [ Infographic: Nature's Tiniest Particles Dissected ]

"Beyond the 7,000, we are talking about nuclides whose lifetimes can be so short that they can't form," said research team member Witold Nazarewicz of the University of Tennessee, the Oak Ridge National Laboratory in Tennessee and Warsaw University in Poland. "The system would decay instantly."

Even within those 7,000, the vast majority would be unstable, lasting only a tiny fraction of a second.? Of the 3,000 known nuclides, only 288 are stable.

Atoms are limited in the number of protons they can contain, because each proton is positively charged, and because "like repels like," they want to push each other away. Even neutrons, which have no charge, are slightly repulsive to each other. A mysterious force called the strong interaction, which is about 100 times stronger than electromagnetism, is what binds protons and neutrons together in nuclei.

"The nature or the exact form of the strong force, especially in heavier nuclei, is still a subject of very intense experimental and theoretical research," Nazarewicz told LiveScience. [ Top 10 Unexplained Phenomena ]

To create the new estimate, Nazarewicz and his colleagues, led by Jochen Erler of the University of Tennessee and Oak Ridge, examined what's called the drip line, a theoretical boundary on the number of neutrons that can be combined with a given number of protons to form a nucleus. (The idea is that if more neutrons are added beyond this line, they will "drip," or fall out, from the nucleus.)

To plot out the drip line, the researchers extrapolated from the best available models of nuclear interactions in heavy nuclei. By including various models, the scientists were able to estimate the first reliable error bars on their predictions, showing just how precise the estimate is.

"This is the first study which really gave an error bar and showed what is the best theoretical guess for this limit," Nazarewicz said. "It is not enough that you provide a number. You need to provide a number with (an estimate of the) uncertainty."

Supernovas and neutron stars
The new estimate isn't just a theoretical quantity ? the number would represent all the possible species that might be created inside astrophysical phenomena, such as supernova explosions or neutron star mergers.

In these extreme situations, an excess of neutrons is created, and many of these neutrons can be captured by atomic nuclei, creating new nuclides. Often a process called beta decay will occur, in which a neutron turns into a proton by releasing both an electron and a minuscule particle called a neutrino. This allows the creation of not just heavier isotopes of existing elements, but new, heavier elements with more protons per atom. In fact, most of the elements heavier than iron found in the universe were created in supernovas.

The team's findings could be put to practical use when a new facility called the Facility for Rare Isotope Beams opens around 2020 at Michigan State University. The project is designed to synthesize many of the radioactive, weakly bound nuclei that have been predicted but never seen, in order to map out some of the unexplored territory in the nuclear landscape.

Scientists are hoping FRIB will be able to create new elements ? that is, nuclei with more than 118 protons ? in addition to new isotopes of the known elements.

"How many new elements can we create? We don't know," Nazarewicz said.

Astronomers find humongous galaxy cluster, thanks to gravitational lensing

The most massive faraway cluster of galaxies has been found, thanks to a fortuitous astrophysical alignment that helped astronomers detect the mammoth grouping.

The galaxy cluster, named IDCS J1426.5+3508, is located a staggering 10 billion light-years away from Earth, and researchers spotted the behemoth because its gravitational field is so strong that it is warping the light coming from a galaxy behind it. Galaxy clusters are the most massive structures in our universe, and are made up of hundreds to thousands of galaxies that are bound together by gravity.

"When I first saw it, I kept staring at it, thinking it would go away," study lead author Anthony Gonzalez, an astronomer at the University of Florida in Gainesville, said in a statement. "The galaxy behind the cluster is a typical run-of-the-mill galaxy with a lot of young stars, but the galaxy cluster in front of it is a whopper for that range. However, it's really the way that the two systems are lined up that makes the occurrence truly remarkable."

This fluke alignment created what's called a gravitational lens, which occurs when a massive object, such as a black hole or galaxy cluster, lies directly between an observer (or telescope), and a more distant target in the background.

The powerful gravitational force of the object in the foreground warps the light being emitted by the more distant target, bending and twisting it on its path to the telescope.

Gravitational lensing from the faraway galaxy has never been observed behind a cluster at such an enormous distance, the researchers said.

Since this galaxy cluster is so distant ? 10 billion light-years away ? it existed when the universe was only one-quarter of its present age. The universe is estimated to be roughly 13.7 billion years old. Current theories for how the universe evolved suggest that relatively few of these galaxy clusters were present when the universe was in its infancy, the researchers said. Still, finding this galaxy cluster represents a serendipitous astrophysical discovery in itself, since the astronomers were scanning only a small 9-square degree section of the sky. For comparison, if you extend your arm in front of you and hold up your index finger, you will be covering approximately 1 square degree of the sky with your finger, Gonzalez explained.
